In 1858, the Illinois Senate seat was the object of an intense conflict between Stephen 
A. Douglas, a powerful incumbent Democrat seeking a third term, and his challenger, 
Abraham Lincoln, who had been nominated by a Republican state convention. The campaign 
would mark the turning point in Lincolns political life and launch his national career. 
The campaign began when he spoke at the conventions closing session:

"A house divided against itself cannot stand." I believe this government cannot endure, 
permanently, half slave and half free. I do not expect the Union to be dissolved; I do not 
expect the house to fall; but I do expect it will cease to be divided. It will become all 
one thing, or all the other. Either the opponents of slavery will arrest the further spread 
of it and place it where the public mind shall rest in the belief that it is in the course 
of ultimate extinction, or its advocates will push it forward till it shall become alike 
lawful in all the states, old as well as new, North as well as South".

That speech and the ensuing presidential campaign would set Lincoln and the nation on a 
collision course between two dramatically opposed views on the future of the 
United States of America.

SCENARIO INFORMATION

Objectives

As the Union player, the goal is to gain a 'decisive vitory' by capturing the 
majortiy of Confederate held objectives before the end of the game on 
June 1865.

Scenario Parameters

 The following terrain is impassable to ground units: Mountains, Swamps and
Prairies. The main purpose is either to prevent the AI's ground units from 
wandering too far out of the actual theater of operation or to prohibit access 
to certain terrain types.

 Government switching has been disabled.
%
 You cannot obtain technologies by conquest.
%
 There is no pollution.
%
 There are no cities, roads/railroads or rivers that are hidden by the 
fog of war.

House Rules

There are seven house rules in this scenario that I strongly recommend humans 
players adhere to:
%
 Firstly, it is forbidden for the Union player to build any type of unit in 
conquered Confederate or Border State cities. 
%
 Secondly, the Union player may only build riverine craft in the cities along
the Mississippi, Missouri and Ohio rivers. 
%
 Thirdly, it is forbidden to build new cities in the game.  
%
 Fourthly, changing city names is not permissible.
%
 Fifthly, do not use 'Obsv. Balloon' units to help your ground units bypass 
enemy zones of control.

 Sixthly, it is forbidden to move Lincoln from Washington.
%
 Seventhly, it is forbidden to re-home Freight Train units.
